Romanian Road Transport Authority (ARR)

The Romanian Road Transport Authority (ARR), the under abridged form of the institution, is the technical specialised body of the Romanian Ministry of Transport, Constructions and Tourism and has the following key responsibilities:

• Issuance of licences, authorisations and permits for the national and international road transport of goods and passengers;
• Control of the activity of transport of the Romanian carriers at their premises or at the road side as well as control of the transport operators to check if they respect the AETR and ADR norms;
• Preparation and participation of the Joint Committees on Road Transport;
• Exchange of the annual quotas of permits for the international road transport of goods and passengers;
• Authorisation of the non-resident carriers who wish to perform road transport of passengers on the Romanian territory;
• Issuance of certificates of professional attestation for the persons appointed to run the transport – related activities in the transport companies;
• Issuance of certificates for contiguous activities such as bus terminals or activities that imply the mediation of the activities of public road transport;
• Issuance of attestation for taxi drivers, ADR drivers and also for the driving schools;

The Romanian Road Transport Authority – ARR is the body accredited to maintain the relationships with the foreign ministries or institutions with responsibilities in the field of transport.
